Mobile Design and development

Looking for resources main focus will be on Mobility Services Adoption (covers the full cycle) within the organization (preferable to have UX/UI design skills as a plus) , his/her main responsibility are reviewing , discussing and translating internal business requirements into proposed solutions by developing/guiding application programming interfaces (APIs) to support mobile functionality for the company.
