Purpose of consultancyThe purpose of this consultancy is to provide dedicated technical writing, synthesis, and coordination support to develop, refine, and finalize the HIV component of Indonesia’s GC8 Funding Request, with a focus on CST, EMTCT and TB-HIV, from early concept development through Global Fund review, clarification, and approval stages. Under the overall guidance of the MoH and WHO, the consultant will undertake the following tasks:A. Technical Review and Strategic Alignment1. Work closely with MoH technical teams, WHO, CCM members, civil society and community representatives to incorporate inputs and feedback.8. Participate (virtually or in‑country, as required) in technical meetings, writing retreats, and review sessions related to the HIV Funding Request.9. Revise drafts iteratively in response to national consultations, partner feedback, and CCM recommendations.D. Finalization and Grant Cycle Follow‑up10. Support final consolidation and submission of the HIV component of the Funding Request.11. Background Indonesia will submit a Funding Request (FR) to the Global Fund under Grant Cycle 8 (GC8). The Ministry of Health (MoH), with technical support from the World Health Organization (WHO), will develop a high quality, evidence based and strategically aligned HIV Funding Request in line with the GC8 Modular Framework, HIV Information Note, and Core Guidance on integration, equity, sustainability, and health systems strengthening. The HIV component of the Funding Request will place particular emphasis on Care, Support and Treatment (CST), Elimination of Mother to Child Transmission of HIV (EMTCT) and TB-HIV, ensuring strong alignment with national strategies, epidemiological priorities, community and human rights based approaches, and Global Fund GC8 priorities, including integration with TB, PHC, and RSSH where relevant. To support this process, MoH and WHO will jointly engage an Individual Consultant (HIV Writer) who will work in close coordination with MoH technical units, the Country Coordinating Mechanism (CCM), WHO, and other relevant stakeholders. 4.
